Title: Files/folders in root of HDD not saving

I am experiencing a rather bizzare problem. Everytime I save a file or folder to the root of my main Hardrive, it will be magically gone as soon as I restart the PC. If I save it into a pre-existing folder on the drive however, it stays. This problem doesn't occur on my external HDDs. Any sage advice on how to fix this bizzare problem?

is it your computer? are you running with administrator privileges? i know a lot of college computers do stuff like this, i'm not sure how.

It's my computer, and I've got full administrative access, so that can't be it.
