My laptop died, so I am back to my semi-ancient desktop, which has an older graphics card that only has pixel shaders 2.0, not 3.0. Is there any way I can somehow emulate this with software, or am I doomed to upgrade/buy new hardware?

The world is currently on shader model 5.0.

what are the specz? you'll have different options depending on the spex of your system. i know 3d analyse does pixel shader 2 emulation and i think even that takes some impressive specks, so unless you've got a pretty garbage card in a fantastic system you may be doomed.
also what game(s) are you trying to play, or is this for autocad or something?

This is for games, of course. :P
The computer in question is Win XP SP3 Home Edition Dell Dimension XPS Intel Pentium 4 2.80 GHz 1 GB RAM w/ Radeon 9800 Pro video card. And lol I don't know what half of what I just typed means, but suffice it to say it's an old (~6 years) computer that was fairly top-of-the-line when I got it.
The games I noticed the problem on were Tropico 3 (invisible people/buildings) and Street Fighter IV (invisible menu, maybe everything else).
On an interesting sidenote, I can play Modern Warfare I on lowest settings, but I can't get Worms World Party to run for some reason. :P
