Does anyone have a working Japanese TV stream? All the ones that I'd used to use are down. Such is life.

As far as I can tell there aren't any live streams (well, any that we've been able to find) right now.
However, there is a way that you can access recorded TV cut up into hourly segments. There was a more complicated way of doing it, but someone has made little java programs that makes accessing them easier. If the files are gone let me know and I can send them to you. If you just wanna go back to watching random Japanese TV like before then this works really well, but if you specifically wanted live streams then I don't know what to tell you right now. This works out well for me since I mostly just wanted to watch morning talk shows and now I can watch them at any time of day.
e: just wanna clarify that this isn't like the videos on the NHK or w/e sites that are just clips of their stuff, this is full on TV with the ads and everything, it's basically as if you set up a DVR to record the channels 24/7 in hourly chunks. You just pick what hour you wanna watch and there it is.

Japanese morning TV is fantastic, it's like 99% human interest stories about like...weird dogs or cute old people or something. I really love watching it.

Yeah pretty much, it's usually 3 or 4 hosts and you basically just watch their reactions to pre-recorded segments in the corner of the screen.

I'm not sure what show this is from or even if it's from a morning show specifically but it's a good example of the sorts of things you can see

So many wacky SFX. I can't tell what they're doing to those poor dogs but it looks mean!

They're having them do a Stay for their food but then at the last second they say the dogs name to distract it and then hide the food so the dog's just goin "whaaaaaat?? where did it go??"
I don't think it's particularly mean since dogs are baffled by things like this in our human world 24/7 anyway. Quincy's constantly confused by Literally Everything so doing one thing on purpose isn't gonna matter much.

I wish there was an official source for this kind of thing; I'd like it if a major streaming site brokered a deal with a Japanese broadcasting station and hosted a delayed stream with english captioning.

There are some fairly official subscription services that you can get but they're pretty expensive. Last one I looked at was $40 a month.
