Well, I've been running dry on new music lately, and I need some recommendations. But not just any band will do, no sir, I have some "specifications" if you will.
If anyone knows any bands out there that are Into the Moat-ish, please, tell me about them.
I've been listening to the design like crazy and I really like the overall sound. And because of the design I found out about Igor Stravinsky. How I went my entire life not knowing about this guy, I do not know, but I love the chaotic/atonal sound he has. If anyone knows any other composers with some similar works, tell me about them.
To summarize, If it sounds Like Into the Moat or Stravinsky, I wanna know about them.

I don't really know enough about Into the Moat to suggest something particularly similar to them, but I can definitely oblige you with the chaotic/atonal/Stravinsky school. Consider - if you haven't already done so - Bartók, Holst, Grieg, and, more progressively, Varese (not necessarily his electroacoustical works, though those should be explored as well), Penderecki and maybe Messiaen. Most of these composers aren't explicitly similar to Stravinsky, (and really, how fun would that be?) but you'll find that they often share a similar sense of aesthetics. Except for Varese maybe. That man is pretty damn idiosyncratic.

I agree though, I wasn't looking for a carbon copy stravisnky or anything, just music with the whole feeling of chaos/atonality bit.

I don't know Into the Moat or much Stravinsky, but if you're looking for chaos and atonality, I'd recommend Glenn Branca, John Cage and Rhys Chatham on the classical side, and maybe Lightning Bolt and Wolf Eyes if you're looking for something more dynamic.

Smoothy, I've heard like 95% of those bands, and none of them (with the exclusion of tn12lly, and Ion Dissonance, maybe The Red Chord to) are what I'm really looking for.
Bring me the haircuts are pretty horrible in my opinion.
