..with which I can record video through webcam and audio through a mic and merge the two together?

with my being a poor bastard, I do not have a video recorder past the quality of the 1990's.  so, If I could use my webcam and mic to do the job, I would be mighty happy.  If anyone knows any programs which can do that, could you point me out to them?

Usually the software that comes with the webcam will do that. I have a creative one of some sort and the software it came with let you do that.

Yes I think there should be a softwre the go with the webcam or the mic .
