Title: Lame villains who are inexplicably popular

Every superhero comic has its share of crappy villains... For every Green Goblin there was a Kangaroo; for every Joker, a Ten-Eyed Man. Usually these guys are only around for one or two issues before being forgotten forever, but sometimes they go on to be recurring foes, despite their utter shittiness, and become relatively well-known members of a hero's rogues gallery. So: Who do you think the lamest popular supervillains are?
Personally, I'd go for the Penguin, the Riddler (except when played by Frank Gorshin on the 60s Batman show), Fing Fang Foom, Kraven the Hunter, Mysterio, and, of course, the Red Ghost and his Super Apes. Also Bizarro, because his entire superhero shtick was 'retarded Superman'.

Penguin and riddler are kinda cool in comics. Like penguin is a gangboss (he's DC's Kingpin), and not the freak he is in the movies/cartoon, and Riddler has done some cool shit being smart and all (though his patheticness has been plot points manytimes before). A real bad villain is like Carnage, who has no personality and just sucks so much. There's The Mandarin who is cliche chinese heartless bastard. But not to turn this into a hating on Marvel's lame villains (too easy... heh) but DC has some gay ones, but generally they don't get that popular. Branic is kinda gay at times, but not as badly as Lex Luthor who has only been good from his presidency onwards.

I totally love the relationship between Penguin and Batman. How Bats essentially lets him stay at the top because it's better than having someone truely dangerous up there.

I don't know why, but I really like Stilt-man. His gimmick is that he has huge robotic stilts and nine out of time times he is defeated by someone pushing him over, but whenever he shows up you know something ridiculous is going to happen. Here's a few pages of an appearance in Sensational She-Hulk vol. 2 #4:

Wasn't Stilt-Man killed by the Punisher recently? It's kinda sad that the whole darker-and-more-mature tone of Marvel's recent stuff apparently has no room for good ol' fashioned guys with giant robotic stilts... Sniff... And I never read that much Batman, just the Cataclysm thing and some of Jeph Loeb's stuff... But I still find it hard to believe that Penguin was even remotely cool. I mean, even fucking Prince could take him in a fight, man. I'm not even going to mention the machine-gun-umbrellas...

The thing is that Penguin isn't a fighter... he's a mobboss. Penguin hasn't been the umbrella swinging gimmick merchant since like the 80's.
