I think it is by Jose Feliciano, but I have listened to so many songs by him and can't find this one anymore. I had it like... 10 years ago and now I don't know what it is. It might not even be by him. I think I have no chance of finding it, but I thought I'd at least try:

Yeah I don't think you're going to have much lck here. it's definitly not jose playing though, he's a lot cleaner than that
