He's posted that screenshot 3 or 4 times, btw. Dink Smallwood. One screenshot even has the name in it.
As for being reminded of Fallout, apparently the game is like the Legend of Zelda series but with Monkey Island type hilarity or something. I've never played it, though. You can download it for free from the main website:

One of the Exile games. It's from before they switched the name to Avernum and made the graphics prettier, but the graphics are still pretty pretty so...
