No it doesn't what melts ice is the heat generated when the sodium in rain reacts with water. Water alone can't melt ice because they're both inert.

Sodium reacts with water and it explodes, sodium chloride decreases the freezing temperature of water. When the air pressure is low the vacuum energy pulls the two ions in salt apart, the chlorine gas evaporates because it's less dense than O2 and the sodium falls down and reacts with water releasing heat which melts the ice. Is it that hard to understand?

Also the explanation that ice melts because there are particles banging against it is nonsensical as in that situation water is at it's triple point, so it exists as vapor, ice and water and nothing would happen if it was just water.
