I'm unclear on whether the movies are illegal, they just aren't classified and so places of business can't sell or buy them. I mean, right? Unless I am wrong but assuming I'm not: I'm not saying it's a good idea, obviously, but this is a very common system. Besides, the system in America isn't so different in effect. Films get classified NC-17, and are no longer shown or sold in the majority of places, causing lots of things to be cut out. Bruno was classified NC-17 and they had to tone down the GAYNESS of it all, or they'd get no money. How is that better than what the BBFC has done here?
the mpaa is obnoxious for sure but they do not have the power to (nor do their ratings enable the government to): imprison, fine, punish, ban, or do anything other than provide a guideline to movie theater operators who can and cannot be admitted to theaters. and there's actually NO body that governs movie sales or rentals.
so... there is your difference. "can't watch it in a theater unless ur 17" vs "will get arrested if you attempt to sell this."
