Well Express has some jeans (Zach, Rocco) that are 28 waists, but the length is another matter... you could always get slightly longer and have hemmed. Whatever I choose (usually Roccos as the Zach are too skinny for me) I often shrink mine a bit for a custom fit-thogh I AM a 32/30, not as small as you... Admittedly they're around 50/sixty dollars, not 40, but that's the way the cookie crumbles.
Also after doing a web search i found that Levi's has those sizes available on line as well... See? Looks like Levi's are your best bet right now.

straight leg levis without a stupid wash are probably the best jeans you c an get in terms of price, style, durability

there are more comfortable jeans out there but they tend to cost more and wear out faster

out of all the expensive dry denim brands apc is definitely the best for the price, i've gone through like 3 pairs and they all have kicked ass.

i think what everyone missed in the sneans topic (and made fun of afura for) is that sneans only applies to like a very DAD style of sneakers and jeans. like, it's got to be horribly beaten up running shoes with the laces falling apart and really light colored jeans, everyone wears sneakers and jeans but sneans is a very SPECIFIC thing

just picture a regular dad with jeans and sneakers and you'll understand what sneans means

I wear a 32-33 waist and sometimes I can't wear them because I accidently buy those skinny jeans I don't remember what they're called when you get them but I just grab them off the rack sometimes

I don't know how anynoe can wear those things I feel like I'm wearing tights or pantyhose or something else less manly
