I have an NTSC Slim Ps2, and with Swap Magic and the flip top case mod I can run PAL games on it. I don't see why it wouldn't work for a PAL ps2. The only hiccup is that you may need a PAL-NTSC converter. Luckily I have one (it's like a VCR player that allows you to switch from PAL to NTSC) which works like a charm. Without it the games still run but you can't see anything other than grey lines going down the screen.

you need a converter if your tv doesn't natively support both pal and ntsc

you can get a pal-ntsc converter or use swap magic yeah!
