One of the themes discussed when Kojima took the stage was that his "dream" of realizing the possibility of taking your console experiences and being able to continue them on the go is possible. I also think a Sony rep specifically mentioned as much. Don't recall exactly how it will be handled, though.
The NGP approaches the power of PS3 but isn't as powerful and I actually remember a Sony rep stressing that. Heck, Kojima showed off a video of MGS4 running on the NGP at 20 fps, so while I'm sure the full game is possible on NGP, it likely won't be possible to simply "import" a PS3 game proper to NGP. I also think Sony is now beyond requiring people to use memory sticks with their devices as I know their cameras have been allowing the use of SD cards. As for dual set of L/R buttons, current model doesn't but some speculate the touch pad on back could simulate the function.

If the NGP gets its own version of CoD then I could see it happening, but if it's just a port job of the year's later CoD, then I doubt it. Even the DS CoD games have been pretty successful but all of them were essentially "side stories" that took place alongside the scenario that occurs in the console versions of the game. At the very least, buying Modern Warfare 2 on the 360 and then buying Modern Warfare Mobilized on the DS offered vastly different single player experiences so you weren't buying the same game twice.
