that particular line was probably more about the word elation kind of rhyming with the word californication.

sounds like you're already making more of your trip than i did DC, hope you have an interesting and fun time. i'm certain i'll go again, although probably not for a while unless money should fall into my pockets.

Well from the Wiki:
The song begins "Psychic spies from China try to steal your mind's elation." Kiedis says in his book Scar Tissue that he got the inspiration for the lyric from when he was in New Zealand and he heard a woman on the street ranting about there being psychic spies in China.
