As far as I can tell there aren't any live streams (well, any that we've been able to find) right now.
However, there is a way that you can access recorded TV cut up into hourly segments. There was a more complicated way of doing it, but someone has made little java programs that makes accessing them easier. The first post on this page of this thread will give you the link/info:

If you just wanna go back to watching random Japanese TV like before then this works really well, but if you specifically wanted live streams then I don't know what to tell you right now. This works out well for me since I mostly just wanted to watch morning talk shows and now I can watch them at any time of day.
e: just wanna clarify that this isn't like the videos on the NHK or w/e sites that are just clips of their stuff, this is full on TV with the ads and everything, it's basically as if you set up a DVR to record the channels 24/7 in hourly chunks. You just pick what hour you wanna watch and there it is.
