I added the spoiler to the last part since it was pretty spoilery for anime watchers. Also, here are some of my reasoning on the subject:
A lot of people think Tobi is not Obito because it seems too obvious, it did from the very beginning. He's wearing a mask with only one eye, he has similar characteristics and acts in a similar goofy way and it seems like one side of his body has some weird thing attached to it. Later on it was revealed he's an Uchiha, which made it all the more obvious, and people just couldn't buy it. They think that Kishimoto is trying to make it obvious and then it's someone else, and since they knew that from the moment Tobi was introduced, and once he stated he is Madara, they assumed they were right.
But I think it goes beyond that. I think Kishimoto made him so similar to Obito so that people would think he is someone else, and it's pretty easy to predict they'd do that. Next he gives them what they want to hear, that he's some super powerful Uchiha from the past. What makes me even more suspicious of this is that if he was Madara, why the hell would he still wear his mask for one? Why would he wear it in the first place? We know what Madara looks like. Second, while Madara has been portrayed as a powerful character, he lost against First Hokage and I can't really buy that the strongest villain in the series would have already lost against a character who hasn't even been hyped that much. If he turns out to be Obito, it'll be pretty hilarious because so many have said that's simply impossible and while it's the most obvious twist there is, it's also more than that and overall pretty well thought out all things considered.
And yeah, Kishimoto said that this year manga is going to focus on Sasuke and after that Kakashi. That's another reason to believe he is Obito. I believe he claims to be Madara so that he could gather people and use them in order to reach his goal, and to conceal his true identity, of course.
