I'm not sure if it's a genre to your liking, but I REALLY must say that Poison the Well's latest release, "Versions" gave me that exact vibe.  They used to be a real thrash hardcore band, but this release has a ton of normal singing, a lot of brass, and just this overall bizarre western vibe.  Some tracks have an underlying western feel, and some are more blatantly so.

PS: wild arms (when it was 2D), easily one of my favorite games. good call there.
