When I google Star Control 2 it looks exactly the same as the pic he posted except the HUD looks slightly different. Dunno what's up with that.

The Revenge of Shinobi. (or The Super Shinobi as it is known in Nippon)

Shinobi II The Silent Fury is DEFINATELY not that game.

EDIT:
Since I know I'm 500% right (I own the game, lol) someone else take my turn.
