First of all I suggest you try using this pseudo-stabilizer
http://people.happycoders.org/kamih/wordpress/?page_id=46I've never used it but I was told it emulates settings I constantly take advantage of in some programs that are absent in others. Although I was going to use it to try to draw in photoshop I keep remembering that as powerful as it is for image editing it is not an actual drawing program and others would serve me better.
As for the topic at hand... it sounds like a default setting from a third party controller for your touch screen that is getting in the way of photoshop. There is probably a profile or a setting somewhere made specifically for how your touchscreen interfaces with PS so if I was going to start searching for solutions anywhere I'd start there.
I've had instances where PS would flip out and pan regardless of what tool I used but tapping the space bar fixes that instantly. Your issues sounds more consistent though so I doubt this would work for you.
