A while ago, someone on IRC found a way to watch Japanese TV online via a P2P protocol called Sopcast. Since then, some people have been requesting a guide that explains how to get started.
You can find the guide that I wrote here.

So basically these streams either show crazy Japanese TV magazine shows or LOTS AND LOTS OF ASSORTED FOOD. It's pretty entertaining to watch or to have running in the background, even if you don't speak the language. For me it's useful because I'm trying to learn it.

can I use this to watch other kinds of tv shows or is this only for japanese tv? this would be kinda useful since hulu doesn't work outside the US.

Yeah there's a ton of stuff on here, Sopcast is also really good for watching live sporting events. But it takes a bit of searching, it's not like you can just choose what to watch, you only get whatever someone's providing. You can also watch CNN and a bunch of other channels via the 64 program I mention in the guide, but it's a Chinese program so you'll have to do some clicking around before you can find them.

how well are you doing with learning japanese? I tried from rossetta stone, but realised that saying 'the girl is under the table' about five hundred times would drag me into otaku territory!

I'm doing OK. Haven't had much time to spend on it lately. But because I went there twice I have a pretty decent ability to speak. My main problem right now is lack of vocabulary.
