This is a Japanese game. Its very obscure (yay), but there is a definate underground cult.

EDIT: By the way, the point isn't to post a screenshot NO ONE CAN GET RIGHT. That's why I want you to stick with games which have been released outside Japan or rest of Asia as well, unless they are popular enough so someone can actually know the game.

Also this one is the most infamous shooter ever (and also the best one IMHO) so if noone gets it right i'm going to PM everyone I know with links to it.
I even spent 10 minutes trying to find a screenshot that showcases its main feature so don't disappoint me.

Anyways, the game (I posted) is Change Air Blade by Sammy. Basically 2 players duke it out with ships, but the top player can become a boss unit (as seen in the pic), summon allies through power ups, etc. The bottom player gets shots, bombs, and different power ups but has limited life.

Its quite the unique game.

I never play shmups or whatever because I have the reflexes of a two year old with down syndrome being drowned in a toliet but I will just guess one of the few names I know:

Those two blue explosions look like the ones from Radiant Silvergun, so it could be it.

Radiant Silvergun (arcade version) is playable in MAME now.

Released in U.S., so no worries there.  I don't know how popular or well known or any of that shit, but I liked it.
