EDIT: Also I've already responded to this one as well. Stating I'm 100% for the concept of Net Neutrality. Bills are being proposed now because it's only just recently become an issue.

You should tell him he has the wrong idea about who initiated this. Basically the internet has always adhered to the principles of net neutrality from day one since that's what was enshrined in the telecommunications law (remember: the internet was originally just a service built upon regular telephone lines). The "they" who are trying to "fix it" is not the government, it's the
telco companies who believe the law should change. So if the government has its way, rather than
something happening,
nothing will happen, since all they're really planning on doing is reaffirming the old model that has served us so well.
He should also know that most of the internet's "founding fathers" and other important computer scientists support net neutrality, including Tim Berners-Lee, Vint Cerf and David Reed.
