I'm not so sure of that. There's not a lot of room in those boxes for english names, unless the font shrinks with larger names. I suspect they just allow people playing the Japanese version to put in Romaji names. Character names are generally in the latin alphabet in fighting games anyway, except for special cases.

That said, though, I doubt there's going to be much text to translate in the first place.  I wouldn't be surprised at a simultaneous release in America and Japan. Maybe Europe, too, but it doesn't seem like it's ever a good idea to guess how Europe's going to go with game releases.
