The point is that a lot of maps have paths and spots which give advantages to whoever can access them, most of the time this means soldier, scout and demo and in some occasions engineer.
For instance in Gravel Pit the roof of control point B is a REALLY good spot to be in for both offence and defense. Its hard to see into the roof and there's a lot of shelter if someone starts to harrass you. Also the little hole there is a really good spot to spam missiles and bombs from to destroy sentries or to clear the room.
Another instance would be Jailbreak, although this isn't the best of maps and its a custom map its still pretty played, and here you have this ventilation shaft which is too high to reach without the highjump classes or if you dont have precise 100% jumps so you can bug abuse yourself in there.
Rocketjumping also, offcourse, gives a faster access to some places where you would normally have to walk through a certain path, for example the Gravel Pit tower or numerous places in Dustbowl.
