FAN is good, I dunno what problem you guys are having.
You need to be very careful when you aim with the FAN. If anybody has been in a scout vs. scout before, you know that the person who backpedals always loses. Putting the pressure on scouts (and really anybody) is where it really shines. If you can successfully pull of 2 shots on a scout, he will probably go down. If not, pull out your pistol and shoot a few rounds. The scattergun is a good weapon, but it's no good if you're trying hit and run tactics, which the FAN is perfect for. It's just too slow. Heavies are incredibly easy to kill with it, since the knockback messes with their aim. And once you get up close, 2-3 shots will take him down. It also COMPLETELY destroys pyros, their flamethrower can't touch you at all. Any class with low health will die in 2 rounds before they can even react due to the increased firing speed. If they're not dead, by the time they find out it's you, they'll be knocked back, and you'll be running away setting up for the next attack.
Bonk! is the most worthless item ever. It sucks. It has no use. I've seen scouts TRY to retreat with this shit, but all you have to do is chase them down. It only lasts about 5 seconds anyway. It's probably good if there is 20 seconds left on a map and you have no uber ready and absolutely have to attack. But usually you lose in these type of situations anyway, I doubt some 5 second invulnerability will help.
I've found that the value of the Sandman really depends on the map. In maps like badwater or badlands, it's surprisingly useful because of how open they are. I think it has made the scout too cheap, though. Not only can this weapon stun you for over 5 seconds, but everyone on your team now knows who's completely helpless, and will proceed to kill him with no skill involved. Try capturing the last point in the final level of dustbowl. A few scouts coupled with snipers can completely dominate the attacking team now. He literally has an advantage to every class. Not even Heavies with Natascha can win since you can stun kill them. Almost every other class has a weakness, but now the Scout really doesn't have one. The scouts worst enemy is now himself.
Imo the FAN is the only good update that came from this. Egypt is absolutely terrible. It doesn't even look that impressive, I don't know why Valve decided they wanted a de_dust map in tf2. Watchtower is the only good map, since it's essentially a huge coliseum for you to fight in (perfect for arena). The FAN is great here too since it can knock you off the pipes and have you fall 30 feet.
oh yeah just wanna add that things will probably change soon. Not to mention it's hard to judge the effectiveness of most of these because there are usually 10 scouts on a team now. I'm 200% sure the bonk! sucks though.
